Georgian National Energy and Water Supply Regulatory Commission (GNERC)
He has been a Commissioner of GNERC since October 2015. He previously served as Director of the Methodological Support and Quality Service Control Department of GNERC (2010–2015) and worked as a lawyer at JSC Telasi. From 2017 to 2019, he was President of the Energy Community Regulatory Board (ECRB).
He has led several EU–Georgia Twinning projects focusing on incentive-based tariff methodologies, regulatory cost audit, service quality regulation, smart metering and digitalization strategies. He has actively contributed to regional market integration initiatives within the Energy Community and EU4Energy frameworks, including as a speaker at high-level international conferences.
Mr Pangani holds a Master’s degree in International Law from Tbilisi State University. He has completed specialized training programs in energy regulation, market coupling and regulatory harmonization, including courses organized by ERRA, NARUC, CEER and EU4Energy.
