Dr Davit Narmania has served as Chairman of the Georgian National Energy and Water Supply Regulatory Commission (GNERC) since October 2019 and was re-elected for a second term in December 2023. He previously held the position of Commissioner of GNERC (2017–2019).
Dr Narmania has extensive experience in public administration, economic policy and academia. He served as Minister of Regional Development and Infrastructure of Georgia (2012–2014) and Mayor of Tbilisi (2014–2017). Earlier in his career, he held senior positions in research, consulting and public finance institutions.
He holds a PhD in Economics from Ivane Javakhishvili Tbilisi State University, where he is Professor and Head of the Management and Administration Department. He has undertaken academic research under DAAD programs in Germany and is the author and co-author of numerous scientific publications and manuals in public administration, public finance and risk management.
