Commissioner, Georgian National Energy and Water Supply Regulatory Commission (GNERC)
He has been a Commissioner of GNERC since July 2023. He has over 25 years of experience in the energy sector, covering strategic planning, project financing, system operations and public administration.
Mr Tvalabeishvili previously served as Deputy Minister of Economy and Sustainable Development of Georgia (2019–2021), General Director of the Electricity System Commercial Operator (2021–2023), Head of the Managing Board of the Georgian State Electrosystem (2018–2019), and Director General of the Georgian Oil and Gas Corporation (2013–2018). Earlier in his career, he worked with the World Bank, Millennium Challenge Corporation – Georgia and other donor and finance organizations on major energy and infrastructure projects.
He graduated from the Faculty of Physics at Ivane Javakhishvili Tbilisi State University.
He was awarded the Order of Honor for his significant contribution to the implementation of the Baku–Supsa crude oil pipeline project.
