William Villalobos is an international lawyer and regulatory advisor specializing in energy markets, public utilities regulation and public policy. He is the CEO of Core Alliance, a consulting Firm focused on regulatory strategy, compliance and investment advisory for regulated sectors in Central America, the Caribbean and other emerging energy markets.

 Mr. Villalobos advises governments, utilities and investors on regulatory frameworks shaping the energy transition across the region. He serves as a member of the Expert Panel of the Regional Commission for Electricity Interconnection (CRIE) and of the Dispute Board of the International Center for Conciliation and Arbitration (CICA-AMCHAM). He is also a member of the Advisory Council of the Global Energy, Petroleum and Mineral Law program at the University of Dundee (Scotland) and former President of the Ibero-American Association of Energy Law (ASIDE).

He holds an LL.M. in Regulation and Competition from the University of Valladolid and a Master’s degree in Constitutional Law from UNED-Madrid.
