Nigel Burgess serves as Director of Energy at the Regulatory Authority of Bermuda, overseeing comprehensive regulation of the electricity and fuels sectors. He leads the development and execution of regulatory frameworks under Bermuda's Regulatory Authority Act 2011, Electricity Act 2016, and Fuels Act 2022, ensuring effective oversight that balances utility performance with consumer protection.
As a Chartered Electrical Engineer specializing in power systems and renewable energy, Nigel holds NABCEP PV Installation Professional certification and brings deep technical expertise to regulatory decision-making. He has been instrumental in transforming Bermuda's energy landscape, developing the current regulatory framework for the electricity sector, serving as technical lead for the island's pioneering 2019 Integrated Resource Plan, and currently spearheading development of the next IRP alongside developing the Fuels sector regulatory framework.
Throughout his regulatory career, Nigel has led electricity retail tariff reviews for 2020-2026, carefully balancing utility cost recovery with consumer affordability considerations. He developed Bermuda's Bulk Generation Procurement Rules to ensure a competitive and transparent power supply acquisition processes, and successfully launched the Caribbean's first offshore wind development and floating solar PV procurement initiatives. His work has established comprehensive regulatory frameworks that actively support Bermuda's strategic transition to renewable energy sources.
