Holds a Law degree from the Faculty of Law of the University of Coimbra (Portugal) and a postgraduate qualification in Human Rights and Democracy. She has over 16 years of experience in regulation, with initial experience in the electronic communications sector in Cabo Verde and, more recently, in utilities and infrastructure sectors.
Throughout her professional career, she has participated in and coordinated key regulatory and institutional initiatives, including universal service, public domain management, public service modernization projects, and initiatives aimed at developing the information society.
She has served as Legal Advisor to the Board of Directors of Cape Verdean Radio and Television (RTC) and as Director of the Legal Department at the Agência Reguladora Multissectorial da Economia (ARME), with involvement in cross-cutting regulatory matters.
Currently, she is Director of the Electricity, Water and Sanitation Department at ARME, responsible for the regulation of the energy, water, and sanitation sectors. She also serves as Chair of the General Assembly of Cape Verdean Radio and Television (RTC) and as a member of the Certification Authority of Cabo Verde’s Public Key Infrastructure.
