Laura Nhancale Senior energy regulation and policy expert with close to three decades of experience in the development and regulation of Mozambique’s energy sector. She currently serves as Advisor to the Chairman of the Board of Directors of ARENE, where she provides strategic and technical support on regulatory policy, institutional development, and sector reform initiatives.

Throughout her  career, she has contributed extensively in  the energy sector institutional,  legal and regulatory reform and development  architecture, having served in  technical and advisory capacities within both the Ministry of Energy and the former National Electricity Council, predecessor of the national regulatory authority.

Her expertise spans economic regulation, electricity tariff methodologies, regulatory economics, and market design, with particular emphasis on creating sustainable regulatory frameworks that balance affordability, financial sustainability, and investment attractiveness in emerging energy markets.

She regularly represents ARENE in high-level regional and international forums, including initiatives under the Regional Electricity Regulators Association of Southern Africa (RERA) and the Association of Portuguese-Speaking Energy Regulators (RELOP), contributing to the advancement of collaborative regulatory approaches and knowledge exchange among energy regulators.
