Combining strong academic expertise, Soraya Aziz-Moto holds a master’s degree in development from the University of Sussex in the United Kingdom and a DES in Leadership from the University of Arizona in the United States. Her professional career spans the mining and energy sectors, reflecting a consistent ability to reconcile industrial profitability with sustainable development. This positioning has made her a trusted interlocutor for policymakers, investors, and development partners.

Today, as Director General of the Electricity Regulatory Authority (ARE), she is implementing an ambitious vision for the energy transition in the Democratic Republic of Congo. Her mandate focuses on accelerating licensing and concession procedures, expanding electricity access, and reducing the industrial energy deficit, positioning energy as a key driver of national industrialization.

She has extensive experience within major mining companies and international organizations, holding key roles in sustainability, governance, and stakeholder engagement. She notably served for six years in the energy sector as Director of Investment Promotion at the ANSER - the DRC Rural Electrification Agency, where she contributed to advancing investment opportunities and strategic partnerships.
