Jennifer Chen is a Principal at RAP, working globally to help to develop policy options for affordable, reliable, and sustainable power systems.

Jennifer is an award-winning writer and speaker and has testified before state and federal regulatory and legislative forums. Her consultancy has served clean energy buyers, renewable energy organizations, consumer advocates, and think tanks. Previously, Jennifer led power system transition work at World Resources Institute and federal electricity policy work at Duke University’s Nicholas Institute. As an attorney with the Natural Resources Defense Council, she spearheaded environmental NGO coalition efforts on electricity reform. Her energy career began at the Federal Energy Regulatory Commission.

Jennifer earned a juris doctor from New York University and a doctorate in physics from the University of Chicago. She is a member of the California Bar and the District of Columbia Bar and is admitted to the U.S. Court of Appeals for the District of Columbia Circuit. She was appointed to the U.S. Department of Energy's Electricity Advisory Committee and serves on the New Energy Economics Board and the Horizon Climate Initiative Advisory Board.
