Vita Mateso serves as Director of Energy Integration and Biofuels at Angola’s National Oil, Gas and Biofuels Agency (ANPG), where he leads the country's efforts to advance energy integration, biofuels deployment, and the transition towards a lower-carbon energy future.

With extensive experience spanning upstream operations, petroleum facilities, energy policy, and strategic project development, he has held key positions at Sonangol and worked with leading international energy companies, including Saipem and Cobalt International Energy. Throughout his career, he has contributed to major energy projects and initiatives aimed at strengthening the efficiency, sustainability, and competitiveness of the energy sector.

At ANPG, Mr. Mateso plays a central role in shaping regulatory and strategic frameworks that promote energy diversification, market development, regional cooperation, and investment in renewable and low-carbon fuels. His expertise lies at the intersection of energy regulation, market integration, sustainability, and the evolving role of fuels in supporting Africa’s energy transition and economic development
