Dr. Alexandre Okouni D’Omenilth, born on November 29, 1967, in Onga, Haut-Ogooué Province, Gabon, holds a Doctorate in Medicine and a Certificate of Competence in Emergency Medicine and Oxyology. He pursued higher education in Kyiv and Moscow, graduating from the Russian Peoples’ Friendship University in 1996.
He began his medical career in Moscow and France before returning to Gabon, where he held several senior public health positions, including Head of Emergency Services at Libreville Hospital and Director General of the National Mental Health Center of Melen.
He also completed advanced training in HIV/AIDS care, cardiovascular diseases in tropical settings, and public health management.
In 2015, he became Director General of SGEPP, leading a major expansion of petroleum storage capacity. A Senator and member of Gabon’s Upper House, he served in key parliamentary leadership roles and has been PCR of ARSEE, the Energy Regulator from Gabon, since December 2023. In 2026, he became 1st vice-president of RegulaE.Fr, the francophone network of energy regulator (www.regulae.fr).
