Ludy Tamara Barros Sebastião was born on May 26, 1997, in Luanda. She holds a BSc in Geology from the University of Birmingham (2019) and an MSc in Oil and Gas Management, with a specialization in Energy Integration Systems, from Coventry University (2021, United Kingdom). She is also certified as a Marine Mammal Observer (JNCC, 2020).

She began her career as a geoscientist, gaining experience at Sonangol in the field of geophysics, as well as at the Geological Survey of Northern Ireland and at Schlumberger (SLB), where she worked as a geologist. In parallel, she served as an environmental consultant and marine mammal observer on offshore exploration projects, contributing to multidisciplinary teams.

She currently works at the Energy Integration and Biofuels Directorate of the National Agency for Oil, Gas and Biofuels of Angola (ANPG), where she focuses on upstream decarbonization, greenhouse gas (GHG) emissions inventory, planning and implementation of GHG mitigation strategies, development of carbon credit generation projects, sustainability and energy transition. In this capacity, she represents Angola in international forums, including COP28 (Dubai, 2023) and COP16 (Colombia, 2024), as a national delegate representing the energy sector.
