CARLOS ANTÓNIO XERINDA was born on 9 June 1969 in Maputo, Mozambique. He graduated with a degree in Law from Eduardo Mondlane University in 1996 and holds a postgraduate qualification in International Trade Law from the Faculty of Law of the same university, which he completed in 2009.

Throughout his career, he has distinguished himself through his extensive experience in the legal, textile, banking, compliance, regulatory and administrative fields. His multifaced career has included roles as Director of Legal and Compliance at Bayport, Head of Regulatory Affairs at Absa Bank Mozambique, S.A., Member of the Board of Directors at Texlom, and Director of INCM - the Communications Regulatory Authority.

He has served as a Member of the Board of Directors of the Energy Regulatory Authority - ARENE since 2020 up to now, in charge of Legal Affairs and Consumer Protection Portfolios.
