As Director of the Policy Planning and Coordination Division at the Electricity and Gas Market Surveillance Commission (EGC) of Japan, Manabu Nabeshima leads efforts to enhance the capabilities of the EGC Secretariat.
From 2017 to 2019, he served as Director of the Office for Electricity Supply Policy at the Ministry of Economy, Trade and Industry (METI), where he led the team designing Japan’s capacity market and balancing market. He also served as Director of the Network Business Surveillance Division at the EGC from 2022 to 2024, overseeing the first revenue-cap assessment for electricity network tariffs.
He also served as Director of the Metal Industry Division at METI and as Counsellor at the Permanent Delegation of Japan to the OECD in Paris.
He holds a Bachelor of Laws from the University of Tokyo and a Master of Public Policy from the University of California, Berkeley.
