Dr. Poonpat Leesombatpiboon

Dr. Poonpat Leesombatpiboon is the Secretary General of Thailand’s Office of the Energy Regulatory Commission (OERC) and previously served as Deputy Director General of the Department of Mineral Fuels, Ministry of Energy. With almost three decades of experience in Thailand’s energy sector, he has advanced the country’s energy security, sustainability, and regional integration. He has strengthened the OERC’s capacity and institutional independence by promoting best practices that help the ERC remain impartial, financially resilient, and accountable to all market stakeholders. Dr. Poonpat played a pivotal role in ASEAN’s first multilateral power trade and has held leadership roles across ASEAN and Asia-Pacific energy platforms, with further international experience at the World Bank and as Secretary of NCAC-USAEE. He holds a master’s degree from the London School of Economics and a Ph.D. in Economics from George Washington University. He was elected an ERRA Presidium Member for 2026–2028.
