Claire Hellich-Praquin is a distinguished expert in energy regulation, with over two decades of experience in European and international energy policy, competition law, and institutional cooperation.

A former lawyer, Claire is currently serving as Director of European & International Affairs and Cooperation at the French Energy Regulatory Commission (CRE) where she leads a team responsible for shaping CRE’s influence within European regulatory bodies (CEER, ACER) and fostering partnerships with non-EU regulatory authorities. She holds a key position at the Council of European Energy regulators by chairing  the International Relations Group and regularly represents France in at key European forums focusing on regulatory alignment, cross-border energy cooperation, and sustainability challenges.

Claire is a frequent speaker at international conferences where she bridges regulatory theory and practice, advocating collaborative solutions to energy transition challenges. Her strategic vision and legal acumen make her a vital voice in shaping the future of energy regulation at the WFER Conference.
