Commissioner, Public Services Regulatory Commission of Armenia (PSRC)
Sergey Aghinyan is a Commissioner of the Public Services Regulatory Commission of Armenia (PSRC) and a member of the Presidium of the Energy Regulators Regional Association (ERRA), with more than 25 years of experience in energy regulation. He joined the Commission in 2000 and has held several senior positions, including Head of Investment Programs and Head of Development Programs and Monitoring.
Since becoming Commissioner, he has been actively involved in key regulatory reforms in Armenia’s energy sector, including electricity market liberalization, tariff regulation, investment program oversight, market monitoring, consumer protection, and the integration of renewable energy into the power system.
His current work focuses on the challenges arising from the energy transition, including the rapid growth of renewable generation, development of competitive electricity markets, integration of battery energy storage, grid reliability, and balancing the need for new investment with energy affordability and consumer interests.
Sergey holds a Bachelor’s degree in Power Engineering and an MBA in Finance.
