Carlos Ramos is an Administrator at ARME, contributing at Board level to the regulation of key infrastructure sectors in Cabo Verde, including energy, water, transport and communications. His work focuses on tariff-setting, market oversight, quality of service, consumer protection, and the promotion of efficient, sustainable and affordable services.
Since 2022, he has been actively engaged in the regulation of the electricity and water and sanitation sectors, supporting the strengthening of regulatory frameworks, service quality standards and sector sustainability.
He brings extensive experience in fuel market regulation and transport systems, and has a background in pharmaceutical quality control and international consultancy in integrated management systems.
He holds a degree in Chemical Engineering, an MBA in Sustainable Business Management, and a postgraduate qualification in Public Regulation and Competition. He contributes to international dialogue on energy transition, resilience and sustainable mobility, particularly in Small Island Developing States (SIDS).
