Dr. Marsha Atherley-Ikechi is the Executive Director of the Organisation of Caribbean Utility Regulators (OOCUR) and Founder of Elequa Advisory, a consultancy specialising in electricity regulation, energy transition, and regulatory capacity building for small island and emerging economies. With over 20 years of experience in electricity sector reform and renewable energy policy, she previously served as CEO and Director of Utility Regulation at the Fair Trading Commission of Barbados, where she established feed-in tariffs, power purchase agreements, storage tariffs, and the first resource-based renewable energy tariffs in the Caribbean region.
A member of the ICER International Steering Committee—the body under whose framework IX WFER is convened—and Chair of the CARICOM Working Group on the Regional Utility Regulator Feasibility Study, she brings a practitioner’s perspective on designing electricity regulation that drives a just and resilient energy transition in developing and small island economies. She holds a Ph.D. in Chemical Engineering and an M.Sc. in Renewable Energy Management (with Distinction) from the University of the West Indies, and an M.Sc. in Environmental Engineering from Newcastle University, UK.
