After graduating from HEC business school and the Ecole Nationale d'Administration, Ms. Emmanuelle WARGON spent most of her professional career in public services first at the Court of Auditors and subsequently et the Ministries in charge of Social Affairs Ministry of Labor. She later joined the private sector in 2015 as General Manager of Public Affairs, Communication and CSR of the Danone Group.

In October 2018, she was appointed Secretary of State to the Minister of Ecological Transition and Solidarity. In July 2020, she was appointed Minister Delegate in charge of Housing to the Minister of Ecological Transition.

In 2022, Mrs. WARGON has been appointed President of the French energy regulator, Commission de régulation de l'énergie (CRE) for a six-year term. She has been elected Chair of the Board of Regulators of the ACER (Agency for Cooperation of Energy Regulators) in September 2025.
