Mikheil Odisharia is an energy market expert with nine years of experience in designing electricity markets, implementing regulatory reforms, and modernising power systems. He has been key in advancing Georgia’s electricity market towards structures aligned with European standards, merging regulatory frameworks with operational execution. He possesses in-depth knowledge of the EU and Energy Community acquis, with particular expertise in electricity market design, renewable energy integration and support mechanisms, balancing requirements, and market coupling frameworks.
Previously, he was the Head of Market Development at the Georgian State Electrosystem (GSE), where he led the launch of the balancing and ancillary services markets, crafted methodologies for FCR, aFRR, and mFRR, helped shape the imbalance pricing framework, and contributed to Georgia’s Market Rules and Electricity Grid Code. His expertise links strategic market design to real-time system operations, ensuring that regulatory models align with dispatch requirements and maintain system reliability.
Mikheil has collaborated with international institutions, TSOs, and regulators across Europe and nearby regions, promoting cross-border knowledge exchange and market harmonisation. He has also worked with the Energy Community Secretariat, advising on electricity regulation, BESS integration, and EU network code alignment, fostering regional integration and regulatory convergence.
His approach combines regulatory governance, market economics, and system-level implementation to drive a resilient, flexible, and forward-looking transformation of the electricity market.
