Interim Director or Senior Advisor (presently) of the African School of Regulation (since September 2022). Visiting professor and Senior Lecturer at MIT (2008-2022). Co-Director of MIT/Comillas Universal Energy Access Lab (since 2012). Emeritus professor, Comillas University; founder and director (1984-1994) of its Institute for Research in Technology (IIT). Professor and Director of Training, Florence School of Regulation (since 2004). Life member, Spanish Royal Academy of Engineering. Fellow IEEE. Commissioner, Spanish Electricity Regulatory Commission (1995-2000). Independent Member, Irish Single Electricity Market Committee (2007-2012). Member, Board of Appeal of EU Agency for Coordination of Energy Regulators (2011-2016). Review editor, 5th IPCC Assessment Report. Consultant and lecturer in about 50 countries. Author of more than 200 papers and principal investigator in more than 100 research projects. Currently working on future trends in power systems regulation, planning, operation, business models and energy access, in emerging and developing economies.
