Diana Korsakaite is an energy regulation professional with expertise in designing regulatory incentives that accelerate energy‑transition investments, particularly in renewable generation, flexibility resources, and grid modernisation. Her work focuses on aligning tariff methodologies, access rules, and performance‑based regulation with system needs for RES integration, storage deployment, and flexibility procurement. She serves as Strategic Advisor on Energy Reform, Regulation, Resilience and Rebuild at the Ukrainian Association of Critical Infrastructure Operators, where she develops cross‑vector regulatory frameworks that enhance resilience and unlock flexibility under wartime and post‑war recovery conditions.
A former Chair of the National Energy Regulatory Commission of Lithuania and former Team Lead of the largest ever USAID energy programme, she has led reforms on tariff models, investment‑enabling regulation, market-opening and sector‑coupling architectures. Her recent work includes designing flexibility interfaces, resilience‑based incentives, and regulatory models supporting emerging technologies.
